Broad Ripple Village Revitalization Plan Gets City Council Approval

INDIANAPOLIS — The Indianapolis City-County Council unanimously approved a comprehensive $12.5 million revitalization plan for Broad Ripple Village Monday night, marking a significant milestone in efforts to breathe new life into one of the city's most beloved entertainment districts.

The ambitious plan, which has been in development for over 18 months, focuses on infrastructure improvements, pedestrian safety enhancements, and economic development initiatives along the Broad Ripple Avenue corridor between College Avenue and the White River.

Key Components of the Plan

The revitalization effort includes $4.2 million for streetscape improvements, featuring new LED lighting, wider sidewalks, and enhanced landscaping. An additional $3.8 million will fund the creation of a new public plaza near the intersection of Broad Ripple Avenue and College Avenue, complete with outdoor seating areas and a small performance stage for community events.

Infrastructure upgrades represent the largest portion of the budget at $4.5 million, addressing aging water and sewer lines beneath Broad Ripple Avenue that have caused recurring flooding issues during heavy rainfall.

"This investment represents our commitment to preserving Broad Ripple's unique character while modernizing the infrastructure that supports local businesses and residents," said Councilwoman Sarah Martinez, who represents District 7 and championed the proposal. "We've listened to community concerns about pedestrian safety and flooding, and this plan addresses those issues head-on."

Community Support and Business Impact

The plan received strong support from local business owners who have struggled with infrastructure challenges and declining foot traffic in recent years. Construction is scheduled to begin in spring 2024, with completion expected by late 2025.

During the construction phase, the city will implement a "Broad Ripple Strong" marketing campaign to encourage residents to continue supporting local businesses. Special accommodations include designated parking areas and clear pedestrian pathways to maintain access to shops and restaurants.

"The flooding issues have been a real problem for us, especially during the summer months when we should be busiest," said Michael Chen, owner of The Ripple Café on Broad Ripple Avenue. "Yes, construction will be challenging short-term, but these improvements are exactly what we need to secure the district's future."

Timeline and Next Steps

The Department of Public Works will begin accepting bids from contractors next month, with construction expected to start in April 2024. The project will be completed in phases to minimize disruption to local businesses and the annual Broad Ripple Art Fair.

Funding for the project comes from a combination of city infrastructure bonds, federal community development grants, and a special assessment district supported by local property owners.

City officials plan to host a public information session on December 15 at the Broad Ripple Branch Library to provide residents and business owners with detailed construction timelines and traffic management plans.

The revitalization effort represents the largest public investment in Broad Ripple Village since the area's designation as a cultural district in 2018.
